Summary

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

Program Executive Office, Intelligence, Electronics Warfare and Sensors (PEO IEW&S) headquartered at Aberdeen Proving Ground, MD with offices at Ft Belvoir, VA; Ft Hood, TX; and Huntsville, AL develops network-centric IEW&S systems for the digitized Army and fields Joint IEW&S systems to provide Soldiers the most superior capabilities to completely and immediately understand their environment across the full spectrum of operations. PEO IEW&S is in a human resources demonstration project, offers competitive salaries, pay banding, and pay for contribution. Benefits program include alternate work schedule with flexible hours, pre-tax flexible spending accounts for certain health and dependent care expenses, health insurance, vacation time and sick leave, life insurance, and a three-tiered retirement plan.

Because of the partnership with Corvias Military Housing, Department of Army civilian employees now have an option to rent family housing and enjoy the benefits of living on-post at Aberdeen Proving Ground, MD. Responsibilities

?Coordinate and develop procedures relating to financial management, acquisition, implementation, distribution, and logistical support for the hardware, software, supplies, and services required by the project.

Plan, conduct and/or direct highly complex reviews and initiate reports which are provided to higher headquarters and other commands with recommendations on the best courses of action.

Evaluate financial resources in light of the technological capabilities available in the commercial marketplace.

Ensure review and rewrite or develop regulatory documentation specifically for the project, and recommend appropriate actions to obtain the approval.

Project major project milestones and events necessary to complete the strategic implementation of the acquisition project.

Coordinate logistic and technical support for deployed systems.

Two year trial/probationary period may be required.

Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation.

Direct deposit of pay is required.

This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in Acquisition Career Field Program Management within 24 months of entrance on duty. (Certification requirements may be found in the Defense Acquisitions University Catalog at http://icatalog.dau.mil/onlinecatalog/CareerLvl.aspx.) (This correlates to Career Category in the acquisition data in Gatekeeper.)

You will be required to undergo background investigation leading to the successful adjudication of eligibility for Top Secret security clearance. Derogatory information developed during the background investigation, such as a criminal history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed.

This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.

This position requires business travel to other duty locations approximately 25% of the time.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:1) Utilize DoD instruction 5000.2 Operation of the Defense Acquisition System for managing an Incrementally Deployed Software Intensive Program such as EWPMT or Distributed Common Ground Station -Army (DCGS-A); 2) Experience in Joint Capabilities Integration Development System (JCIDS) to support statutory and regulatory program/Milestone reviews; 3) Experience in Information Technology (IT) Box acquisition methodology/Strategy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
