This TRAINING SPECIALIST position, is located in the Total Army School System Regiment or Regional Training Institute (RTI)and is part of the CA 223rd Regiment San Luis Obispo, National Guard.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

THIS IS A PERMANENT POSITION.
The primary purpose of the TRAINING SPECIALIST, GS-1712-9, is to perform variety of staff level work to ensure the success of the Department of the Army (DA) training mission requirements based on the Army Program for Individual Training (ARPRINT).
Non-DMOS/DAFSC applicants are encouraged to apply for the positions if experience is held. A two year compatibility waiver MAY be obtained.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Priority Areas(s) of Consideration:
AREA I= Current California National Guard technicians who are serving on a Permanent/Indefinite/Temporary dual status appointment.
AREA II= Current California National Guard members.

(Applicants who are currently in other Air/Army branches and NOT currently a member of the California National Guard (CNG) must become a member of a compatible unit of assignment within the Army CNG commensurate with the military grade listed in this announcement prior to federal assignment.)

CONDITIONS OF EMPLOYMENT:
Must maintain appropriate level of security clearance.
Must wear appropriate military uniform including required grooming standards.
Must maintain a compatible military unit, grade and job assignment as required by current directives.
Participation in direct deposit is mandatory.
General Experience: Experience, education, or training that demonstrates the ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures; Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective two-way radio or telephone communication; Ability to write English in reports and presentation formats; Ability to communicate -orally and in writing- clearly and effectively; Ability to assess body language to ensure positive response and understanding results; Skilled in applying procedures and directives by reading and interpreting technical material
TRAINING SPECIALIST, GS-1712-9: Must have at least 24 months experiences that demonstrated the particular knowledge, skills, and abilities to successfully perform the duties of the position; basic knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory; knowledge of training centers, training programs, schools, and units. Policy; have some experiences in conducting or developing education and training programs; also, have some experiences conducting, supervising, or developing education or training programs; basic understanding in the Army or Air Force education and training policy requirements; some experiences in working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries; knowledge is necessary of audio-visual presentation, educational tests and measurements, and instructing techniques; knowledge of Army or Air Force education and training programs in regard to their principles, and procedures; limited experiences in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures; experiences in scheduling training events and facilities; supporting assistance visits and training meetings; or, assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies; basic capabilities in communicative interpersonal skill applications and distance learning concepts; experienced in effective communications; have some capabilities and experiences in presenting professional courses and briefings; and near proficient capabilities in writing reports and records; some experiences as a participant and presenter during training and military or civilian conference events.
