Performs extensive technical and specialized work in the areas of staffing, pay administration, training, incentive awards, performance administration, employee benefits, portability of benefits, management employee relations, and labor relations.

Provides regulatory compliance to address and resolve routine and complex issues requiring a thorough comprehension and experience applying and interpreting policies, regulations and directives pertaining to NAF employment.

Responsible for recruitment and placement, screening and rating applications, determining preference categories, creating and issuing referral lists, extending job offers, and ensuring selectees meet requirements for entrance on duty.

Maintains full visibility over all Requests for Personnel Actions from initiation by management to completion and provides advice/assistance in all stages of the process.

Advises management and employees on complex personnel issues.

Travel Required

25% or less - Travel for work purposes is required

This is a CHRA NAF Career Path II position. Incumbents must complete CHRA NAF Career Path II within 24 months of position placement

If selected, a completed and signed copy of job application form (DA Form 3433) is required prior to entrance on duty.


Possess twenty-four (24) months of work experience in a federal human resources office or equivalent which demonstrates knowledge of at least two of the following functional human resources competencies: Staffing & Recruitment, Position Classification, Management Employee Relations, Labor Relations, or Training.

Experience analyzing, evaluating and recommending appropriate resolutions to complex interrelated Human Resources problems and issues.

Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook) and the ability to work with a variety of human resources information systems. The related work experience must have been equivalent in difficulty and complexity to the next lower pay band (NF-03).

Highly Preferred:

In addition to the qualifications listed above, applicants will possess applicants will possess twelve (12) months of prior work experience in a NAF Human Resources Office and have successfully completed of training in Basic Staffing, Customer service, Organizational structure, Basic Writing, and Time Management.

Note for Applicants: In order to receive full consideration for highly preferred criteria the applicant must provide the following support documentation: Course Title, Course Description, Duration of course (i.e., 3 hours or 3 days), Certificate of Completion and/or Training History or transcript.

Relocation Bonus: $5,000

Additional selections may be made from this vacancy announcement for up to 90 days after the closing date.
