The Operations Lieutenant reports to the Campus Security Department Captain. The Operations Lieutenant is responsible for the overall supervision and management of the Patrol Section processes and duties.

Job Duties

Reporting to the Captain the Operations Lieutenant is responsible for managing the Patrol Section. The incumbent is responsible for the following task and functions:

- Recommends additions and changes to Patrol Section practices based on operational analysis

- Manages operational capabiltiy of the Caltech radio communications for emergency responce

- Assists the Clery Coordinator and Title IX Coordinator in their efforts to maintain Department of Education compliance

- Reviews all Campus Security reports for accuracy and investigative thoroughness

- Approves all investigative actions and subsequent reports

- Assist in the recruitment process of Campus Security department applicants and candidates

- Manages the day-to-day operations of Caltechs Campus Security Departments Operations Sections, including Investigations, Record Keeping, Property and Evidence, and Logistics

- Assist the Chief of Campus Security in planning, developing, organizing, coordinating, directing, reviewing, and evaluating security programs, emergency response, disaster and emergency preparedness efforts

- Assist in ensuring that all operational tasks and documentation comply with Federal, State and local laws, codes and regulations, as well as Caltechs policies and procedures

- Manages the training, supervision, and evaluation of the performance of Patrol Section personnel

- Support efforts to prevent, deter and suppress unlawful activity by implementing community-oriented and campus-oriented and designed enforcement strategies (CODES) and techniques for Caltech

- Assist in the direction, coordination, and review of policies and procedures for the physical security of buildings and equipment for Caltech, and other assigned grounds or properties owned, operated, controlled or administered by Caltech

- Coordinate assigned activities with other Caltech departments and with local law enforcement agencies, and Federal and State agencies, as required

- Participate in preparing and administering annual program budgets

- Provide highly responsible and highly complex staff assistance to the Chief of Campus Security as directed and perform a variety of technical tasks relative to assigned area of responsibility

- Assist in fostering a culture of collaboration, mutual respect, innovation, and continuous improvement throughout the Department

- Actively participate in and support participatory governance components and activities, and other collaborative processes

- Encourage professional excellence among the staff and promote an organizational culture of customer service, innovation, and quality services

- Fully support the decisions of management and display professional demeanor at all times in language, appearance and attitude

- Complete the Annual Performance Evaluation of the Patrol Section Field Sergeants and lead the evaluation process for line officers and their Annual Performance Evaluations

- Shall be responsible for enforcing all Departmental rules and regulations pertaining to the performance of duties and conduct of all officers

- As is the case with all Operations Section personnel, the Operations Lieutenant may be reassigned to any shift, at any time, and/or have flexed hours, when deemed necessary by management, to support operational mission requirements

- Perform high visibility vehicle, bicycle and foot patrols on campus, at Caltech properties, and at student and/or faculty houses

Basic Qualifications

- A minimum of 5 years sworn law enforcement or 10 years of security experience, at the rank of sergeant or above

- Must hold a Basic or Level I, II, or III Reserve P.O.S.T. Certificate

- First Aid/CPR/AED certification

- Valid BSIS guard/baton/chemical agent certification

- Extensive knowledge of the Jeanne Clery Act and current certification

- Must possess a current California drivers license

- Shall be thoroughly familiar with the policies, rules, and general orders of the Department and Caltech

- Effective, professional business oral and written communication skills

- Competent in the uses of Microsoft Office Suite, Excel, Word, Outlook, PowerPoint, and other software programs

- Proven ability to prioritize work

- The ability to work independently on projects, with minimal instructions and meet deadlines

- Experience in developing training material and facilitating training

- Working knowledge of emergency operations (FEMA, DHS, CERT), including tasks and command post operations, planning, and emergency communications

- The following physical requirements may be required:

- Standing at times for prolonged periods, walking, reaching, climbing, lifting 50 lbs. or more, carrying, writing, pushing, pulling, hearing, squatting/kneeling, driving, speaking, seeing, and restraining suspects

- May be exposed to noise, chemicals, heat/cold, carcinogens, fumes/gases, dirt, and human tissue/fluids, extreme weather and temperatures

- Irregular work schedule, multiple concurrent tasks, frequent interruptions, detailed work, frequent deadlines, periods of concentrated attention, and frequent contact and interaction with people

Preferred Qualifications

- Intermediate or Advanced P.O.S.T. Certificate

- Formal U.S. Military Leadership training

- Accredited Law Enforcement Supervision certificate or training

- Bachelors Degree in Criminal Justice, Management, Organizational Leadership, or its equivalent

- Jeanne Clery Act certification

- Municipal Law Enforcement patrol experience

- Campus Security experience in a Higher Education environment
