Summary

The selectee for this position will serve as a Boiler Plant Equipment Mechanic Leader in the Utilities Department, Public Works Center Great Lakes of NAVFAC ENGINEERING CMD MID-ATLANTIC.

This position may be considered ESSENTIAL and the incumbent will be required to report for duty or held in a duty status to provide support before, during, and/or after special emergency situations, such as, but not limited to, destructive weather (including snow removal), disasters, or periods of increased security threat.

The successful selectee will perform the following duties:

Perform preventative maintenance on heating, fuel power boiler systems, and associated support equipment to maintain operational efficiency.

Review work order requirements before proceeding with repair, modification, or installation of heating, fuel power boilers, and associated

support equipment.

Test and locate faults in temperature controls and control devices (e.g., damper motors, mixing valves, modulating motors).

Observe safety devices (e.g., relief valves) to verify correct setting and safe operation.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Selectee will be required to successfully complete a pre-appointment physical examination based on the physical requirements of the position and potential exposures.

Incumbent required to enter and to work inside of a confined space. Will be required to receive confined space training prior to assuming duties that require entry into a confined space. Incumbent may be called upon to serve as a Gas Free Technician or Qualified Person.

Selectee must obtain and maintain a current valid United States driver's license. Must be capable of obtaining a forklift operator's license within six months from the date of employment.

Incumbent must be able to work overtime as required. Work hours are subject to change should it be necessary. Such changes could include working weekends as a pert of a regular work week.

PHYSICAL DEMANDS: Must be physically fit to lift and carry a maximum weight of 40 pounds a distance of 100 feet. At frequent intervals, heavy exertion is required when lifting heavy pieces of equipment, pulling on wrenches or driving a maul. Work requires constant sitting, kneeling, crouching, stooping, climbing ladders, working in strained or awkward positions, leaning in forward positions, and performing with agility. Must have keen hearing in both ears, normal vision and the ability to distinguish colors. Must have full use of arms, legs, feet, and fine versatility in fingers and hand movements. Must be physically fit to work continuously in areas with intermittent pollutants, such as toxic fumes, carbon dioxide boiler gases, dust, smoke, and chemical reactants used in boiler water treatment. Must be physically fit to enter boiler firesides and deaerators.

This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: The ability to lead or supervise performing duties such as: 1) Lead and perform preventative maintenance, troubleshooting, repairs, and installation on domestic and commercial heating boilers, heating systems, and fuel power boilers and equipment and piping; 2) Prioritize work, prepare layouts, detailed instructions and work methods to complete assignments; 3) Read and interpret blueprints, specifications, and service manuals; 4) Use hand tools, power tools, and various test equipment (e.g., acetylene torch, ammeters, electronic leak detectors, control devices, hydraulic press and micrometers) to maintain and repair boilers and/or equipment.

WORKING CONDITIONS: Hazards encountered in this rating are not unusual, except for furnace explosions, which happen occasionally from the nature of fuel being burned. Adequate ladders, stairways, and protective guards are provided where feasible. The employee could be injured by falling and bumping into overhead pipes or beams while performing work around hot pipes and hot boiler furnaces. There is danger of cuts, burns, and/or bruises. Thermal (power boiler and heating) plants may contain asbestos insulation and lead paint. Exposed to hazardous equipment, pumps, air compressors, combustion fans, energized electrical equipment, sharp edges, high pressure valves, and piping. Is exposed to potential toxic fumes, boiler gasses, and chemical agents used for boiler water treatment and steam purification. Works indoors 80% of the time and outdoors 20% of the time. Work involves uncomfortable conditions such as excessive heat, dry atmospheric conditions, constant noise from machinery, dust, dirt and soot. There is some danger of entanglement in moving machinery. There is also some danger involved when climbing ladders to ash silo and bag houses in cold weather and icy conditions.
