You will serve as a PIPEFITTER in the PUBLIC WORKS OFFICE/DEPUTY PUBLIC WORKS OFFICER NORFOLK, PRODUCTION DIVISION, UTILITIES AND ENERGY BRANCH of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Responsibilities
You will install, repair, or modify new or existing systems (e.g., high-pressure or deep vacuum piping systems, hydraulic, pneudraulic, fuel, and air filter) for working condition.
You will follow blueprints, sketches, shop drawings, verbal instructions, templates, or targets as guides to complete piping installations.
You will cut, bend, or assemble pipe fittings or fixtures using chalk lines, hand and power pipe threaders, or cutters.
You will use manual and power hand tools (e.g., grinders, flangers, pipe threaders, pipe benders, cutters, pipe wrenches) to assemble piping systems.

This is a bargaining unit position.
You will be required to obtain and maintain a current valid United States driver?s license.
You will be required to successfully complete a pre-appointment physical examination.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
This position is part of a regionalized command. The incumbent may be assigned to a similar position at any site or workstation within NAVFAC MIDLANT Norfolk area, as a condition of employment.
You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
Call back after normal working hours to respond to emergency calls is required.
The incumbent must be able to work overtime as required.
The work hours are subject to change, should it be necessary. Such changes could include working weekends as part of a regular workweek.
Incumbent will be required to enter and work inside of a confined space. Incumbent will be required to receive confined space training prior to assuming duties that require entry into a confined space.

This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: Ability to the work of a PIPEFITTER without more than normal supervision performing duties such as: 1) Install, modify, and repair of various new and existing utility piping systems and equipment; 2) Skill in figuring pipe, joint, and valve sizes needed to support pressures of systems, aligning pipes, valves, fittings, and joints for accurate match, and installing proper braces and supports to control movement and vibration and allow for expansion and contraction; and 3) Use tools and equipment such as sliding squares, measuring tapes, levels, dividers, chalk lines, templates, drills, grinders, flangers, hand and power pipe threaders and cutters, and pipe wrenches.
Applicants must meet the requirements of the Office of Personnel Management (OPM) Job Qualification System for Trades and Labor Occupations (X-118C). Additional qualification information can be found at: ****Physical Demands: Moderate lifting up to 40 pounds is required. If a heavier lift is required, it must not be attempted without assistance. Must be able to push dollies loaded with pipe and other material. Other workers are available for assistance. The incumbent must be able to reach above shoulders to repair overhead lines. Work requires kneeling, crouching, stooping, pushing, lifting, climbing above and below ground level, and assuming strained or awkward positions. Strength is required in hand-over-hand turning to open or close large valves, climb ladders and work on lines. Depth perception is necessary when working on staging. Good hearing is required to hear instructions under noisy conditions and determine steam traveling through lines, although a hearing aid is permitted. Must have full use of both arms and legs to climb ladders.
Working Conditions: The majority of the work is performed outside and requires exposure to prevailing weather conditions. Work involves uncomfortable conditions such as excessive heat and humidity when working in steam manholes or on steam pipes, excessive cold around pier when working on the utility systems; dust, dirt, dampness and inadequate ventilations and illumination when repairing, checking or operating valves located in manholes. Exposed continuously to hazards such as live high pressure steam from broken lines, which could result in severe burns, solvents when using cutting oil to thread cut or cut pipe; moving traffic and open manholes around the pier areas; heights while working on overhead lines which could result in broken bones, sprains or sudden death; slippery or uneven walking surfaces when repairing lines beneath piers; hernia from improper turning on or off of large valves; and machinery with moving parts. Required to work in small boat under piers.

The incumbent may be required to carry a cellular telephone during non-working hours.
May be called upon to serve as a Gas Free Technician or Qualified Person.
This position is not telework eligible.
This position is covered by the Department of Defense Priority Placement Program.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
