Navy Wounded Warrior – Safe Harbor
coordinates the non-medical care of seriously wounded, ill and injured Sailors and Coast Guardsmen, and provides resources and support to their families and offers individually-tailored assistance to ensure enrollees’ successful recovery, rehabilitation and reintegration.
This position is that of installation Sexual Assault Response Coordinator (SARC). The SARC works under the program oversight of the Regional Sexual Assault Response Coordinator and supervision of the installation Fleet and Family Services Center (FFSC) Director. The SARC communicates directly with the the installation senior commander to provide regular updates to the senior commander and assist the senior commander with meeting annual SAPR training requirements. The SARC serves as the designated program manager of sexual assault victim support services, oversees local implementation and execution of the Sexual Assault Prevention and Response (SAPR) Program, and ensures comprehensive victim services are provided through a coordinated community response. The SARC provides overall management of sexual assault awareness, prevention, training, and victim advocacy. The SARC supervises all professional and volunteer SAPR Victim Advocates in the performance of their duties providing services to victims of sexual assault. The SARC co-chairs the Sexual Assault Case Management Group (SACMG). The SARC coordinates with other on-base victim support resources, such as chaplains and medical treatment facilities (MTF), to meet victim needs. The SARC ensures that there is a 24/7 availability of SAPR Victim Advocate services. The SARC will assist FLEET and TYCOMs in their Area Of Responsibility (AOR), as assigned, in executing the goals of the SAPR Program, and may be required to execute SARC duties and responsibilities in a deployed environment. The SARC will receive cross training in all positions within the SAPR program, including: the DoD Sexual Assault Advocate Credentialing Program SARC and SAPR Victim Advocate trainings, SAPR Command Point of Contact (POC), SAPR Command Liaison, SAPR Data Collection Coordinator, and Defense Sexual Assault Incident Database (DSAID) training. The SARC assures that the needs and concerns of the victim are met by the commanding authorities. The SARC prepares for visits from inspecting authorities and criminal investigation authorities. The SARC appraises performance of the SAPR Victim Advocates and ensures quality and continuity of the care. The SARC is responsible for creating and maintaining a competent staff of full-time and volunteer SAPR Victim Advocates.
The incumbent is notified of all reports of sexual assault within the installations in their Area of Responsibility (AOR) and provides case management of all reported cases of sexual assault from initial report through final disposition. The incumbent ensures all unrestricted reports of sexual assault are presented monthly to the Sexual Assault Case Management Group (SACMG) until transfer/closure. Ensures cases to be transferred are completed expeditiously and victim confidentiality is maintained.
The incumbent conducts ongoing assessment of consistency and effectiveness of the SAPR Program and service care system within the installations in their AOR and supports the development and implementation of the installation SAPR Program and all tenant Naval commands. The incumbent tracks the status of the SAPR Program within their AOR: issues, trends, areas needing improvement, effectiveness of local case management, and installation climate. Ensures collection of data to include, but not limited to, number of cases received, trainings provided, and personnel trained at installation, in compliance with CNIC HQ SAPR policies and guidance.
The incumbent coordinates and monitors services provided for sexual assault victims throughout regional installations. Ensures victim advocacy services include:
The capacity to respond by telephone and in person 24 hours a day, providing support and assistance to victims of sexual assault, including response within 60 minutes of the referral, either telephonically or in person.
Procedures for contacting volunteer advocates, as well as specific protocols that govern the duties and responsibilities of the SAPR Victim Advocate.
The incumbent has oversight of all aspects of victim advocacy services provided by SAPR VAs. The incumbent establishes and maintains arrangements (i.e., Memorandums of Agreement or Understanding (MOA/MOU) to facilitate the timely exchange of information between installation victim support agencies and other commands/activities on cases involving sexual assault of service members and their adult dependents, civilians, and contractors, while ensuring compliance with Navy Confidentiality Policy.
The incumbent maintains victim and incident case information, subject demographics and disposition, and training records for case management and monthly reporting through DSAID in accordance with regulatory and policy guidance and as established by DOD and Navy policy.

Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.
Specialized experience must demonstrate the following:
Bachelor Degree or higher in the field of behavioral health or social science preferred.
At least three years of experience that demonstrates acquired knowledge of one or more of the behavioral health or social sciences such as a director for a rape crisis center, domestic violence shelters, child protection services, victim services, state attorney or law enforcement victim services or previous DOD SARC is preferred.
Experience as a DOD or USCG Sexual Response Coordinator preferred.
A valid and current DOD DSAACP credential or USCG equivalent preferred.
Experience in maintaining victim and incident case information,subject demographics and disposition, and training records for case management and monthly reporting utilizing the Defense Sexual Assault Incident Database (DSAID) in accordance with regulatory and policy guidance and as established by Department of Defense (DoD) and Navy policy preferred.
Five years experience working with victims of sexual assault or working in victim advocacy and victim advocacy services required and experience working with the Navy SAPR program preferred.
The incumbent must have knowledge of the dynamics of sexual assault and local community resources for sexual assault victims. Knowledge of the military, Department of Defense (DoD), and Sexual Assault Prevention and Response (SAPR) program, along with local, state, and federal laws and military regulations pertaining to victims of sexual assault is preferred.
The incumbent must have the demonstrated ability and skill to provide effective trainings and briefings. The incumbent must have knowledge and skill in developing program management plans and adhering to them. Ability to assess program effectiveness. Ability to maintain accurate statistical framework for program data collection and reports.
The incumbent must have the ability to understand, be sensitive to, and have empathy for victims. Ability to develop trusting helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds.
The incumbent must have the analytical ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense. The incumbent must have the ability to work cooperatively with military and civilian medical, social service, law enforcement, and legal personnel on behalf of victims.
The incumbent must be skilled in oral and written communication. The incumbent must have knowledge of Microsoft Office Suite. Skilled in the use of office software applications to prepare management reports and use software to develop information; able to enter data in required management reports.
