Summary

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

Performs as a IT Specialist (Network) in a staff management environment. Works as the networking communications expert providing technical knowledge along with project

management skills for numerous information technologies. Provides expertise in computer network techniques with responsibility for evaluating, designing, implementing, and sustaining all data communication operations and networking systems. Includes the operations of local and wide area networks (LAN and WAN), command datacenters, and automated mailroom operations. Possesses comprehensive knowledge relating to all hardware/software used for the development, implementation, management and operation of the Command-wide Networks.

This position is a TERM position. It is time-limited NTE 30 Sep 2019, and may be extended up to a maximum of six years. This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.

As an Information Technology Program Manager (NETWORK) you will be responsible for:

Provide technical expertise and project leadership for complex and interrelated information processing technologies.

Securely design systems supporting the operation of the enterprise network and related LAN's and WAN's.

Use current DoD/Army guidance and regulations to ensure the best possible security posture for the organizations managed infrastructure.

Provide technical assistance in the use and maintenance of network security.

Travel Required

Occasional travel - Occasional business travel may be required for this position.

This is a Career Program (CP) 13 position.

This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing. A job offer to an applicant who is a not a current employee will be withdrawn if the applicant refuses to be tested. Applicants with verified positive test results shall be refused employment. Applications from such individuals shall not be considered for employment for a period of 6 months from the date of the test results.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Applicants at all grade levels must possess Information Technology (IT) related experience demonstrating each of the following four competencies: (1) Attention to Detail: Is thorough when performing work and conscientious about attention to detail. (2) Customer Service: Works with clients and customers (that is any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. (3) Oral Communication: Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of information; make clear and convincing oral presentations; listen to others, attend to nonverbal cues, and respond appropriately. (4) Problem Solving: Identifies problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations. IT related experience is demonstrated by paid or unpaid experience and/or completion of specific, intensive training (IT certification.) AND specialized experience as described below.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Propose or recommend system supporting network technologies; Analyze new and emerging technologies/network capabilities and how they could impact the organization; Assist with developing policies, procedures and/or technical standards. The specialized experience is described at the next lower grade level (GS-12) or equivalent.
